You will serve as a SAFETY AND OCCUPATIONAL HEALTH MANAGER in the OCCUPATIONAL SAFETY, HEALTH & ENVIRONMENT OFFICE (C106.1) of PEARL HARBOR NSY AND IMF.

Duties

You will be responsible for technical and administrative direction of all Occupational Safety and Health personnel and functions. You will manage, direct, control, and seek resolution on all matters pertaining to the effective planning and conducting of program. You will establish program for the safe and healthful accomplishment of shipyard repair and maintenance work. You will develop goals and program plans ensuring efficient interface of efforts among other Shipyard and IMF departments to accomplish command policy, program, and mission. You will evaluate OSH programs to ensure that staff, equipment, and procedures are adequate for the Command’s effectiveness in carrying out legal requirements. You will develop and implement OSH programs, policy and procedures for the recognition and control of job-related illnesses and injuries. You will utilize knowledge of statistical analysis, and use of such analysis in problem resolution, to include the briefing and presentation of statistical data.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing analytical and evaluative techniques of safety engineering and industrial hygiene to develop policy and program objectives, provide consultative services, and plan and implement major elements of a large industrial or shipyard facility to ensure compliance with all applicable OSHE policy and regulatory requirements.
