About the Position: This is a TERM NTE 36 months position as a Supervisory Housing Management Specialist Directorate of Public Works, Fort Jackson, SC. This position will be filled as a temporary promotion or temporary detail ONLY and is open to applicants internal to the Dept of Army ONLY.
This is an obligated position.
Duties
Manage and advise on the technical and administrative aspects of privatized and unaccompanied housing programs in accordance to organizational and regulatory guidance.
Oversee operations (e.g., inventory management, community liaison, requirements, resourcing, etc.) for all housing assets and programs in accordance to regulatory standards.
Convey ideas and facts to senior leaders to assist with productivity, quality management and organizational improvements.
Convey information in a clear and concise manner using correct English grammar, punctuation, and spelling to senior leaders within and outside the organization.
Requirements
- Must possess or be able to obtain and maintain a SECRET security clearance.
- Must possess or be able to obtain and maintain a valid State driver’s license.

- This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
- Position may require after hours call-back for emergencies.
- Position may require that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience required: One year of specialized experience which includes experience assisting with oversight of a military housing programs; implementing programs and corrective measures for military housing management problems associated with large annual transition rates; and, resolving complex housing program management issues. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Position may be filled by a current permanent Army employee as a temporary promotion not to exceed 3 years (extendable to 5 years) or by detail, if the position is considered a reassignment for the selectee. Return placement rights must be negotiated and documented prior to an official final job offer.
The competitive temporary promotion may be made permanent without further competition contingent upon verification of the incumbent's non-competitive eligibility (must be a 30% veteran, reinstatement eligibility etc., under the competitive service).
This is an obligated position under 10 U.S.C 1586. An "obligated" position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances.
