This position is part of the Department of Defense (DoD), Defense Security Cooperation Agency. The incumbent will be responsible for participating in the work of the Foreign Military Financing (FMF) direct loan and loan guarantee program, coaches, mentors, and facilitates the selection and application of problem solving techniques or work methods, and leads the program in identifying solutions, priorities, and organization to accomplish the work.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Financial Management Specialist at the GS-0501-14 some of your typical work assignments may include: Provides financial policy guidance, direction, information, and specialized services for assigned areas. Leads or participates in cross-functional work groups focused on financial policy in individual's assigned financial portfolio areas. Designs and conducts broad and complex program studies where the boundaries of the studies are extremely broad and difficult to determine in advance. Identifies and proposes solutions to management problems characterized by their breadth, importance, and severity, and for which previous financial policies and established policies and procedures were often inadequate or unidentified.

  • Pre-employment urinalysis testing and random testing required.

Qualifications

You may qualify at the GS-14 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Conducting comprehensive program analysis of country programs such as: Foreign Military Financing (FMF) and Foreign Military Sales (FMS) Reviewing, utilizing, and adhering to the Security Assistance Management Manual and the Department of Defense Financial Management Regulation to develop controls that ensure the optimum use of financial resources in accordance with policy Analyzing and applying problem solving methods to identify problems, draw conclusions, make recommendations and provide financial policy solutions to improve efficiency and effectiveness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
