Duties
This position is located in Albuquerque, NM, Business Operations Division, Albuquerque Area Office (AAO) of the Upper Colorado Basin Region, Bureau of Reclamation (BOR). This position analyzes, evaluates, coordinates, and recommends improvements for administrative operations and management of the AAO. Major duties include but are not limited to:
Analyze, evaluate, and recommend procedures and improvements for administrative operations and management including, but not limited to, implementation of automated management systems for property and supply, records management, workload tracking, conservation, time keeping, etc.
Implement new or pending administrative policies, procedures, and regulations; space planning; establishing effective internal and external channels of communication.
Interface with AAO Divisions to oversee administrative support; and monitor commitments associated with Business Operations facility agreements.
Provide analysis, advice, and assistance to AAO management and coordination with Human Resource Management on work force planning, office workload priorities, recruitment resources and documentation, employee development, training, and knowledge transfer, awards, and performance management.
Compile, correlate, and consolidate budget reporting requirements for assigned projects including accruals and de-obligations.
Coordinate and monitor budget requirements for contract planning, preparation, review, and tracking for assigned projects.
Coordinate acquisition management activities for the AAO. Review acquisition packages for completeness; coordinate with Acquisition Management, Contracting Officers Representative (COR), and field division management to track, monitor.
Coordinate acquisition activities throughout the life cycle of the action; works with AAO management to establish workload priorities; tracks acquisitions in the workload management systems.
Establish and maintain an effective file management system for records and documentation.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-9 level, applicants must possess one year of specialized experience equivalent to at least the GS-7 in Federal service. Specialized experience at this level is defined as experience in at least 3 of the following duties: 1. Utilizing computer applications for business to research, analyze, and communicate information in the appropriate format; 2. Collecting, analyzing, and summarizing data and information into reports; 3. Developing findings and recommendations based upon analysis and work observations; 4. Using computer programs and tools to assist in tracking various budget and/or personnel data.
OR
Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.B. or J.D., if related.

You may combine specialized experience and education to meet the minimum qualifications
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/07/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
