This position is located with the Bureau of Indian Affairs, Office of the Deputy Bureau Director - Trust Services, Division of Program Management and Coordination, Duty Station in Albuquerque, New Mexico; and provides assistance to the Deputy Director, Office of Trust Services on various matters regarding the operation and administrative management of Trust Services programs throughout the United States.

Duties

Conducts surveys, studies, and project plans in specialized areas of Trust and Natural Resources management and all administrative aspects of operations for the Office of Trust Services (OTS). Coordinates and facilitates program-wide implementation of Performance Management, A-123, Human Capital Management, and Budget Execution requirements for the OTS. Serves as the Quality Assurance Officer for the OTS and works individually and as a team leader to develop and refine strategies, policies and action plans to improve program quality and performance. Provides counsel, advice and recommendations to OTS leadership on various matters regarding the operation and administrative management of Trust Service programs throughout the United States. Reviews and tracks major program initiatives for their contribution to addressing budget, internal control, personnel and strategic planning issues. Supervisory position overseeing a diverse work staff working on complex tasks.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions for GS-0343) GS-14: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-13 in the Federal Service (obtained in either the public or private sector). Specialized experience includes performing supervision in the form of advice, counsel and/or instruction to employees on work matters and completion of assignments within their assigned program areas; participating in the development of testimony for Congressional Budget Hearings in support of program and budget requests; providing oversight for planning, monitoring, and allocation of organizational resources for respective program operations and making the necessary changes or adjustments in the programs and in their implementation to ensure maximum effectiveness, efficiency, and economy of program operations. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
