This position is located within the Indian Affairs, Office of Facilities, Property and Safety Management, Division of Facilities Management and Construction, Branch of Asset Management, located in Albuquerque, New Mexico. The incumbent serves as a Facilities Management Portfolio Specialist within the Branch of Asset Management and utilizes professional knowledge of facility management to provide oversight of the Indian Affairs portfolio, and monitors program progress and overall compliance
Duties
Ensures that the Indian Affairs facility inventory is updated and accurate in both Indian Affairs Facility Management System (IA-FMS), and the Financial and Business Management System (FBMS).
Coordinates closing out projects to ensure that they are accurately reflected on the Indian Affairs inventory.
Analyzes projects in the Budget and Project Execution, Ranking and Management (BPERM) system.
Tracks the FBMS Asset Update Reports via the Construction in Place (CIP-005) form to ensure that assets are properly capitalized.
Monitors and analyzes the building data within IA-FMS. Coordinates with Regions to ensure that the data is updated and accurate. Recommends and implements corrections and controls to IA-FMS.
Coordinate training and access for all users of IA-FMS.
Acts as the Contracting Officer’s Representative for Facility Condition Assessment (FCA) contractor.
Reviews the Deferred Maintenance for facilities and identifies anomalies. Ensures that the Current Replacement Value (CRV) for facilities is accurate through the FCA contractor. Submits Facility Condition Index reports quarterly and as needed.
Submits the Federal Real Property Profile (FRPP) and responding to data calls.
Ensures that all tribal technical assistance such as professional consultation, advice, program training, and guidance is provided in an appropriate and timely manner.
Provides liaison with OIG and GAO auditors, and provides responses that are timely and complete.
Assists with the development and updates of policy and guidance.
Acts as a liaison and partners with other Federal agencies, and private industry, to maintain current knowledge of Division of Facilities Management and Construction (DFMC) and Branch of Asset Management (BAM) programs.
Represents Division of Facilities Management and Construction (DFMC) at designated conferences and other public forums.
Develops briefings, reports, and position papers and to provides oral briefings to senior management officials of Office of Facilities, Property and Safety Management (OFPSM), the Bureau, the Department, other Federal agencies, and Tribes.

Qualifications
GS-13: To qualify at the the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level performing of the following: 1) strategic planning; 2) identifying requirements, planning, budgeting, reporting, and risk assessments associated with facilities management programs; 3) experience with facilities management systems; and 4) experience in maintaining the overall compliance with laws, Executive Orders, Department policies and guidelines.
