This position is part of the Department of Energy/National Nuclear Security Administration, Deputy Administrator for Defense Programs. A successful candidate in this position will serve as Program Analyst, responsible for highly complex analysis, program integration and precedent setting decision making having broad impact on the organization.

Duties

This vacancy announcement has an application limit of 35. As a Program Analyst, you will: - Plan, direct, and evaluate NA-121.4 activities related to Nuclear Enterprise Assurance including intelligence and other interagency support to Defense Programs, as well as ensuring technologies for nuclear weapon applications have incorporated Nuclear Enterprise Assurance requirements during development and prior to insertion. - Participate in the management level decision making process and make recommendations, based on expertise and sound judgment in programmatic principles, regarding the planning, organization, and completion and assignment of projects to appropriate field, program and staff offices. - Create, develop, and coordinate unconventional national security studies/reviews specifically intended to maintain confidence in nuclear weapons design information and improve the information assurance posture. - Represent the Office Director and other NNSA leadership positions and coordinate across NNSA, DOE and other federal departments and agencies, and Congress to address areas of responsibility.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14. Specialized experience for this position is defined as experience conducting at least 3 of the following activities: 1. Integration of technical activities with a range of participants, including the technical experts, contractor site teams, federal leadership, and other support and program offices. 2. Strategic planning for technical activities includes developing and monitoring execution of capability development roadmaps to achieve long-term technical goals involving multiple organizations or oversight of single-organization technical roadmap. 3. Accurate communication of technical specifications and requirements among program practitioners and facilitating the sharing of technical best practices. 4. Generating active engagement and participation of program and contactor personnel for the successful implementation of the technical aspects of a program. 5. Monitoring and evaluating technical program integration performance, identify areas for improvement, and develop plans to address any gaps or deficiencies. This includes conducting regular program assessments and identifying opportunities to enhance program integration effectiveness. Education

There is no substitution of education for experience at the NQ-04 (GS-15 equivalent).
