About the Position: Serves as the Retirement Services Officer (RSO) and Retirement Services Program Manager, performing under the Director of Human Resources or the Military Personnel Director depending on the garrison size/location.

Duties

Develop administrative procedures in support of mission requirements and modify as needed. Ensure retiree benefits and entitlements are in accordance with guidelines/policies. Analyze Department of Defense Instructions (DoDI) and Headquarters Department of the Army (HQDA) policies, plans and coordinates and ensures proper implementation. Provide briefings/events for retirement services. Provide guidance on benefits to military personnel and their family members.

Specialized Experience: One year of specialized experience which includes 1) Ensure proper implementation of changes to retirement program policies and/or guidelines; 2) Advise customers on military retirement/survivor benefits. 3) Conduct briefings on retirement benefits for customers such as soldiers, retirees, survivors and/or family members. 4) Utilizing automated systems to obtain retiree information such as Defense Manpower Data Center (DMDC) and/or Retiree Address Finder (RAF). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceManaging Human ResourcesProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
