About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence.
Duties
Serves as the Army Command/Centers of Excellence/Major Subordinate Command HR Specialist and Subject Matter Expert for the Integrated Personnel and Pay System Army implementation for the command.
Performs strategic planning and execution of programs, procedures, and activities required to implement Integrated Personnel and Pay System Army.
Support internal and external efforts to influence the development, deployment, and implementation of Integrated Personnel and Pay System Army and MILPAY Training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires that the employee occasionally travel away from the normal duty station up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Term appointment NTE 3 years - Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six years, up to eight months. With DoD approval, Term appointments may be extended beyond eight years.
- Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes work that involves 1) Monitoring the implementation of new human resource software used for automated payroll systems; 2) conducting comprehensive reviews of missions in order to determine appropriate manpower requirements;AND 3) providing guidance regarding the application of military human resource regulations.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources, Computer Science, or Business. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
