About the Position: This position is located at Ft. Novosel, AL, Home of the US Army Aviation Center of Excellence. Located in the "Wiregrass" area in Southeast AL, surrounded by Enterprise, Ozark and Daleville. The area is ideal for year-round military training. Recreation activities are abundant in the immediate and surrounding areas.

Duties

Develop internal policies and procedures for managing military personnel programs. Set priorities for staff members in order to meet mission goals. Provide guidance on the implementation and use of military personnel information systems. Coordinate with Human Resources Command (HRC) to resolve difficult system and database discrepancies. Troubleshoot system problems in order to develop alternative approaches for problem resolution. Serve as primary point of contact for users to solve personnel issues resulting from conflicts within automated systems. Utilize the regulations and methodology of Army Information Systems Security (AISS) to maintain information security. Implement internal system controls to protect against unauthorized access of electronic Military Personnel Office (eMILPO).

Requirements

  • Travel on Military and commercial airplanes and vehicle is required.
  • Must obtain and maintain a Secret Security Clearance.
  • May be required to travel 10% of the time.
  • May be required to work unscheduled overtime.
  • May be required to serve a one year Supervisory probationary period.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes the following: providing guidance and technical assistance on personnel information systems; troubleshooting system and database issues; developing technical documentation from military personnel actions; managing military personnel programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR EDUCATION: You must have completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. (Note: You must attach a copy of your transcripts.) OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: HR Information Systems ApplicationInformation Systems Security CertificationManaging Human ResourcesSystem Administration Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
