This position is part of the, African Development Foundation. The incumbent will be responsible for overseeing detailed analysis supporting other Finance and Administration Division staff associated with the execution and monitoring of the financial position of the USADF. Advising the Director of Financial Management and staff on issues affecting financial resources and programs and represents the activity at various meetings within the organization.
Duties
Oversee detailed, analysis supporting other Finance and Administration Division staff, associated with the execution and monitoring of the financial position of the USADF.
Exercise responsibility for the full range of financial functions in the development, formulation, presentation, justification, and execution of budget, program, accounting issues, and other accounts.
Reviews and interprets directives from headquarters and develops supplemental instructions and guidance for the development of financial analysis.
Monitors the progress of obligations, commitments, and expenditures throughout the budget year to determine if objectives are being met and cost ceilings adhered to.
Provides technical and administrative guidance to staff assigned to carrying out the financial analysis functions as required in support of the agency's budget.
Provides technical and administrative guidance to staff assigned to carrying out financial analysis techniques, including financial modeling, forecasting and evaluation.
Advise on potential business practice improvement, analysis of how transactions will interface with the system and development of solutions to protect customers.
Present complex financial data in a concise and user-friendly manner; analyzes complex financial information and think critically to solve problems, and provides strong attention to detail and logical approaches for decision-making processes.
Qualifications
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to:
-Independently analyzing and evaluating financial management data to ensure compliance with organizational and regulatory requirements and make recommendations for improvements to budgetary/financial policy, systems, processes, methods, and procedures.
-Applying analytical techniques for assessing the effectiveness or efficiency of work processes.
-Gathering and analyzing financial and budget program data to verify accuracy and consistency with policies, procedures, principles, laws and regulations; and contributing budget and financial information for inclusion in financial reports.
-Communicating using advanced techniques to effectively and diplomatically interact with internal and external customers.
-Extracting and analyzing budget and/or financial data utilizing automated financial management information systems to provide resolutions; utilizing database query languages, and creating informative and visually appealing dashboards using tools.
-Researching complex financial reports, such as status of funds expenses and budget obligations, utilizing data gathering methods and problem solving analysis, and the ability to make recommendations which visualize the effects and impact of the proposed corrective actions.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
