The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to International Field Studies Flight (IFF).
Duties
Plans, organizes, and directs the activities of the International Field Studies Flight, ensuring that the Field Studies Program complies with legal and regulatory requirements.
Exercises supervisory personnel management responsibilities.
Represents DLIELC and the 637th International Support Squadron to a variety of installation and functional area organizations.
Directly responsible to the 637th International Support Squadron Commander for execution of the Field Studies Program and AMIGO program.

- Incumbent must be comfortable in dealing with high-ranking foreign representatives and able to utilize tact and diplomacy on all occasions.
- Incumbent must be able to work an uncommon tour of duty and frequently perform duties during non-standard duty hours including evenings and weekends.
- Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time.
- A pre-employment physical may be required.
- This is a supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: applying knowledge of Defense Security Cooperation Agency (DSCA), DoD, USAF, and AFSAT policy and regulations governing the Security Cooperation Education and Training Program and the Field Studies Program (FSP), the DoD Security Cooperation FSP objectives, which are outlined in the Joint Security Cooperation Education and Training Regulation, to include methods and processes, the varied needs and cultural differences of international military students; implementing safety and security regulations, practices, and procedures; analyzing and evaluating the effects of changes in program plans and costs to determine the impact on FSP funding mechanisms; carry out continuing cultural, educational, and social programs, tours, and activities for International Military Students (IMSs) and their dependents, and manage and direct groups of volunteers, international students, and federal employees.

EDUCATION: Successful completion of a PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Defense Security Cooperation Agency (DSCA), DoD, USAF, and AFSAT policy and regulations governing the Security Cooperation Education and Training Program and the Field Studies Program (FSP), the DoD Security Cooperation FSP objectives, which are outlined in the Joint Security Cooperation Education and Training Regulation, to include methods and processes, the varied needs and cultural differences of international military students.
2. Knowledge of safety and security regulations, practices, and procedures; ability to plan, organize, and direct the functions and staff of a small sized organization; ability to communicate effectively, both orally and in writing;
3. Ability to analyze and evaluate the effects of changes in program plans and costs to determine the impact on FSP funding mechanisms.
4. Knowledge of word processing, database, spreadsheets & publishing software and skill to develop and use presentational materials software and equipment.
5. Ability to competently and independently carry out continuing cultural, educational, and social programs, tours, and activities for International Military Students (IMSs) and their dependents, and manage and direct groups of volunteers, international students, and federal employees.
6. Knowledge and skill in utilizing standard military protocol guidelines as well as military discipline and knowledge of military correspondence preparation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
