You will serve as a SUPV IT SPECIALIST (PLCYPLN) in the Corporate Operations Department, ACIO/Information Technology Division of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to the GS-14 and GS-15.
Duties
You will manage the day-to-day operations of the Command Information Technology (IT) Division (104), including infrastructure, end point support, cybersecurity, and enterprise services.
You will coordinate across 104 staff to identify systemic issues, develop solutions, and deliver process improvements that ensure reliability, security, and efficiency.
You will lead a team of IT professionals by providing guidance, mentoring, and support to ensure high performance, professional development, and adherence to best practices.
You will collaborate with Naval Surface Warfare Center Dahlgren Division (NSWCDD) leaders and stakeholders to identify long term IT needs, prioritize projects, and allocate resources effectively to support requirements and mission objectives.
You will stay abreast of emerging technologies, industry trends, and best practices in IT management and leverage this knowledge to drive innovation, improve processes, and enhance NSWCDD’s operational capabilities.
You will oversee budget planning, execution, and financial management to ensure the efficient allocation of resources, adherence to budgetary constraints, and strategic financial planning.
You will develop and manage IT programs for a large complex organization.
You will define program objectives, develop approaches, establish management structures, identify and acquire required resources, provide oversight in establishing a budget, and communicate roles and coordinate teamwork across the Code 104 Division.
You will apply best practices in IT management and acquisition and the relevant policies, procedures, practices, and principles to ensure successful delivery of IT investments.
You will manage a diverse workforce and lead others by planning and assigning work, improving and controlling performance, selecting employees, and promoting equal opportunity principles.

- This is a Cyberspace Workforce position, 801 - Program Manager, Advanced, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, evaluating, or executing Information Technology (IT) policies, procedures, practices, or principles to support requirements and mission objectives for an organization. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
