This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the Activity Command Information Officer (ACIO)/Division Head in the Corporate Operations Department, Information Technology Division (Code 104) of the Naval Surface Warfare Center Dahlgren Division.

Duties

You will be responsible for the overall direction and management of the Information Technology (IT) infrastructure and systems for a 4500+ research and development organization. You will develop Naval Surface Warfare Center Dahlgren Division's (NSWCDD) IT vision, goals, strategies, priorities, and policies to support mission requirements. You will serve as the command-level senior IT advisor with direct access to the Commanding Officer and Senior Executive Service Technical Director. You will lead an organization of over 200 government and contractor scientists, engineers, IT specialists, and administrative personnel as the Information Technology Division Head and second level supervisor. You will direct work activities via subordinate supervisors and technical leads. You will provide management and oversight of the organization's corporate IT services. You will manage the Division's IT budget, including a large service cost center.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code 752 (Cyber Policy and Strategy Planner). You will be required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing management and oversight of an organization's information technology infrastructure or systems to ensure that strategic information technology polices and plans are aligned with business requirements. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
