The primary purpose of this position is: To serve as the senior technical expert planning, organizing, and executing projects and tasks in a variety of subject areas to include Spectrum Management and Resources/Budget oversight. Also, performs duties as a senior Information Technology (IT) specialist providing a wide range of IT and communication efforts tailored to support the division and its customers.
Duties
DUTY 1: Plans, organizes and executes projects and tasks in a variety of areas, including but not limited to IT investments in Intelligence, Surveillance, and Reconnaissance (ISR) and Senior Leader C3 airborne systems.
DUTY 2: Serves as a Senior IT Specialist and technical expert at the Secretary of the Air Force/Air Staff level on communications and information technology systems.
DUTY 3: Represents the Air Force with a variety of Federal, DoD, Joint, MAJCOM, installation, and functional area organizations to develop strategies that institutionalize information technology and communications governance and management.
DUTY 4: Performs other related duties as assigned by the Division Chief or Director to support the organization.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery knowledge of the Federal, DoD, and Air Force planning, programming and budgeting process, and thorough knowledge of the applicable regulations, including Clinger-Cohen Act of 1996 sufficient to develop plans, strategy, plans, policy governance, standards, roadmaps, and investment strategy guidance based on enterprise IT. Mastery knowledge of IT principles, concepts, methods, and standards sufficient to provide expert technical advice, guidance, solutions, and recommendations to management and customers on critical IT and communication issues. Skill in identifying new communication and IT developments and applications, emerging technologies and their applications to processes in order to ensure the integration of programs and services and develop solutions to integration and interoperability issues. Master of knowledge pertaining to classified and unclassified airborne communication systems. Mastery knowledge of Information Technology life cycle management of the Department of the Air Force, including Headquarters U.S. Air Force, the Major Commands, and subordinate Directorates, Field Operating Activities and Direct Reporting Units. Knowledge of Federal, DoD and Air Force automated information systems, information technology, and business concepts and practices. Knowledge of wide range of analytical and evaluative methods essential to the development, advocacy and implementation of multi-year, high-cost, extremely dynamic, agency-wide programs that are critical to the ability of the Air Force to continually support world-wide operations and conduct the assigned mission. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of complex IT systems and communications technologies supporting National Leader Command Capability, aircraft, remotely piloted aircraft, space, and ISR assets.
Knowledge of concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT and communications systems.
Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
Skills and knowledge to perform complex analysis of standard and unique interfaces, evaluate new devices, proposals, and approaches and to influence DoD and AF regulations, instructions, budgetary processes, and contract procedures to expedite delivery of IT or communications technology to warfighters and senior leaders.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Ability to communicate effectively, both verbally and in writing, with peers and senior leadership and to develop and maintain effective, productive relationships with peers, associates, and senior leaders across the Air Force, DoD, Federal Agencies, and contractor personnel.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
