About the Position: This position is located at the National Simulation Center (NSC), Resource Management Division, Fort Leavenworth, KS.
Duties
As a Program Analyst, you will perform duties to include, but not limited to the following:
Serve as the National Simulation Center (NSC) point of contact and program manager for long-range planning and programming.
Develop, coordinate, and monitor the NSC’s requirements input into the Program Objective Memorandum (POM).
Manage resources, develops, coordinates and manages the NSC’s annual budget and manpower requirements.
Develop and issue program guidance concerning objectives, operations, and resource utilization for new programs or changes to established programs.
Provide technical guidance and assistance in identifying and reporting new mission requirements in support of Live, Virtual, and Constructive Simulations which require resources, and current missions which are partially or totally unresourced.
Plan work to be accomplished, sets priorities, and prepares schedules for completion of work.
Review work in progress or on completion to assure quality and quantity of work performed is acceptable.
Advise employees of performance requirements of their positions and keeps them individually informed of their progress in meeting requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a SECRET clearance.
- Temporary Duty (TDY) travel may be required up to 5%.
- Must obtain Financial Management Level 2 Certification within 24 months.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: 1) developing, coordinating, and managing annual budget, and 2) conducting research and complex analysis for long-term strategic planning in support of resource management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
