Duties

Provide assistance in preparing acquisition strategies and advice to ensure that time requirements are adequate to pursue selected contracting strategies. Provides expert-based review of signature modernization effort program documentation to include broad program objectives, supporting acquisition documents (Acquisition Contracting Plans, TEMP, Systems Engineering Plan, etc). Advises personnel through the acquisition phases, including the milestone approval process and development of program information. Provide procurement advice on all areas of acquisition. Contract of planning and management from the initial definition and concept phase of a program or requirement until a complete acquisition package is developed ready for negotiation. Provides expert knowledge of acquisition laws and regulations to generate new concepts and recommend acquisition and procurement strategies and to participate in acquisition efforts supporting AFC's mission. Analyze contractor offers, perform cost and price analysis, conduct negotiations (including appropriate agreements, appropriate terms, and conditions), and recommend award. Interpret and require performance of terms and conditions of contracts, and modify or otherwise effect changes to contractual requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Foundational in the Acquisition Career Field Contracting within 36 months/3 years of entrance on duty.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires temporary duty (TDY) travel up to 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelors degree OR in addition to the degree.) (Note: You must attach a copy of your transcripts.) AND Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph B. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph B, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Experience soliciting, evaluating, negotiating, and awarding contracts; (2) Experience administering contracts ensuring compliance with the terms and conditions; (3) Experience developing acquisition strategies and acquisition plans; (4) Experience recognizing problems, analyzing solutions, and making appropriate recommendations; and (5)Experience in applying various contracting regulations that require interpretation and analysis in executing pre- and post-award functions, evaluating proposals and performing cost/price analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03 /GS-13). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
