National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. As a Supervisory Contract Specialist (Branch Chief), you will:

  • Drug Testing - The position is covered under the DOE Drug-Free Workplace Order 343.1. The tentative selectee must test negative prior to final selection for this position and will be subject to random testing thereafter.

  • Must obtain Level III Certification under the Acquisition Career Management Program within 18 months of appointment.

Qualifications

IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. WE WILL NOT MAKE ASSUMPTIONS REGARDING YOUR EXPERIENCE. SPECIALIZED EXPERIENCE REQUIREMENTS: At least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower pay band or GS-12 level. Specialized experience must demonstrate the knowledge of contracting laws, principles, and regulations needed to manage both non-operating and operating contracts. Must obtain Level III Certification under the Acquisition Career Management Program within 18 months of appointment. Applicants who are current Federal employees and have held a GS grade/band any time in the past 52 weeks must also meet time-in-grade/pay band requirements within 30 days of the closing date of this announcement. For an NQ-03 position you must have served 52 weeks as a GS-12 or equivalent. The grade /pay band may have been in any occupation, and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade/pay band. We will not make assumptions that this requirement has been met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. BASIC REQUIREMENTS FOR CONTRACT SPECIALIST:This position has an education requirement.

EDUCATION REQUIREMENTS:

Bachelor's Degree that included, or was supplemented by at least 24 hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exception: Employees in GS-1102 (or equivalent) positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. Proof that you meet this exception is required (via SF-50).
