The Executive Director, Regional Procurement Office (East) is an executive aligned under the Executive Director, Acquisitions. The Executive Director, Acquisitions oversees and directs activities of the subordinate Regional Procurement Offices associated with contracting and acquisition, and oversees implementation of Department of Veterans Affairs acquisition policy, and assists in development of that policy.

Duties

Executive Director, Regional Procurement Office (East) duty location is Pittsburgh, PA or if highly qualified, location negotiable within the Regional Procurement Office East region. This position is not remote and will work out of a Department of Veterans Affairs' owned or leased facility. The Executive Director, Regional Procurement Office is responsible for the operation of the Network Contracting Offices (NCOs) in their assigned Region and compliance with contracting regulations and policy. The incumbent is one of three principal advisors to the Executive Director, Acquisition - Eastern (NCOs 1, 2, 4-8 and the Research and Development contracting team); Central (NCOs 9, 10, 12, 15, 16, and 23), the Program Contracting Activity - Central (PCAC), and the Consolidated Mail Order Pharmacy (CMOP); and Western (NCOs 17, 19, 20, 21, and 22). Through subordinate supervisors and managers, directs the activities of 1040 professional, technical and administrative staffs and manages a budget of $102M. The Executive Director, Regional Procurement Office report to the Executive Director, Acquisition. The responsibilities include, but not limited to the following: The Executive Director, Regional Procurement Office is responsible for the operational execution, oversight, compliance, direction and support of all procurement organizations within their geographic region. The Executive Director, Regional Procurement Office provides leadership and direction to support delegated Head Contracting Activity functions from the Executive Director, Acquisition, ensures the efficient and effective operation of all field contracting activities, and maintain compliance with federal and agency regulations, policies, directives and operating procedures. Direct supervisory responsibilities for the Directors of Contracting in order to provide a single reporting chain for all acquisition personnel. Direct standardization of organization structure, processes, procedures, terminology, performance measurement, and customer satisfaction across Veterans Integrated Service Networks contracting centers. Serve as a conduit for strategic communication from the Executive Director, Acquisition and other executive management and field activities. Ensure that customer satisfaction levels meet the highest possible standards. Evaluate individual and organizational performance and address any deficiencies. Facilitate implementation of integrated product/acquisition teams to conduct and facilitate strategic and operations acquisition planning and acquisition life-cycle management.

  • VA structures its SES positions into pay bands. This is a Pay Band 3 position and the salary range is $141,022 to $195,000. Exceptions to the cap of the range may be considered in certain circumstances.

Qualifications

This position has a positive education requirement (see Education). To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to each of the following ECQs and include your name on each page. Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ: Challenge. Describe a specific problem or goal. Context. Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale, etc). Action. Discuss the specific actions you took to address a challenge. Result. Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met. To meet the minimum qualifications for the 1102 series, applicants must possess the following basic, technical and executive core qualifications. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

Completion of a full four years course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Highly Recommended - Acquisition Certification: Applicants who possess or are eligible for Level Ill certification by the Federal Acquisition Institute (Federal Acquisition Certification-Contracting (FAC-C)) or Department of Defense Acquisition Workforce (Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Contracting); OR applicants who currently possess or are eligible for Level II FAC-C or DAWIA certification and can achieve Level Ill certification standards within eighteen months from the date of appointment to this position will also be considered.
