About the Position: This position is located within the US Army Corps of Engineers, Contracting Division where you will function as Branch Chief and Contracting Officer, planning, directing, coordinating and supervising contract preparation, negotiations and contract management within the teams jurisdiction using primarily negotiation procedures.

Duties

Function as Contracting Officer on all significant (high dollar, complex, or special interest) contracts. Provide technical direction by utilizing all existing acquisition regulations and policies through subordinate team leaders over procurement and contracting activities on Architect-Engineer, Construction, Supply and Service projects. Provide acquisition technical support in all areas of the pre-award and post-award phases. Monitor and analyze progress to assure timeliness, quality, and compliance with all contract requirements. Exercise staff supervision over all functional phases of contracting performed in the District. Assist Contracting Division Chief with planning, scheduling, coordinating, supervising, and accomplishing programs and functions within Contracting Divisions responsibility. Develop long range organizational plans and goals, assign work to subordinates, and determine work schedules and priorities.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months as of entrance on duty.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
