You will serve as a Information Technology Specialist reporting to the Marine Corps Intelligence Surveillance Reconnaissance Enterprise (MCISRE) Insider Threat Program Manager, Intelligence Division of HQ US MARINE CORPS.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will manage the confidentiality, integrity, and availability (CIA) of systems, networks, and data associated with the organization's cybersecurity tools by installing, configuring, troubleshooting, and maintaining hardware and software.
You will refer suspected or confirmed threats to appropriate officials for investigation and action.
You will implement, plan and carry out the insider threat audit capabilities, defined triggers, and data collection tools.
You will establish cyber security procedures to combat insider threats.
You will develop policies and procedures to ensure reliability and accessibility of information systems and to prevent and defend against unauthorized access to systems, networks, and events.
You will assess audit and security events to determine the impact and implementation of corrective actions.
You will participate in network and systems design to ensure implementation of appropriate systems security policies.
You will detect, analyze, and conduct preliminary inquiries into threats to information and assets physically and logically housed within or managed by the Enterprise.
You will provide advice to decision-makers in setting security program goals and establishes priorities to support the development of policy/procedures for implementation of higher level security guidance.
You will gather information system requirements to build engineering solutions for implementation and performing security assessments to determine vulnerabilities.
You will assess GOTS and COTS solutions and evaluate alternative means of satisfying requirements.
You will represent the organization on panels, working groups, committees or conferences.
You will prepare technical papers, presentations and reports.
You will provide briefings to senior management on cyber security issues as it relates to insider threats.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require a 2-year DCIPS Trial period.
- This position may require a polygraph examination.
- This position has been designated as a Cyber IT/Cyber Security Workforce position in specialty area 722 - Information Systems Security Manager Cybersecurity Mgmt.
- Must meet qualification requirements of the specialty area assigned as delineated in Appendix 4 of SECNAV M-5239.2.

In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1. Assisting in managing the confidentiality, integrity, and availability of systems, networks, and data associated with a cybersecurity program. 2. Detecting, analyzing, and assisting in preliminary inquiries into threats to information and assets physically and logically housed within or managed by the command. 3. Implementing and performing audit capabilities, and network and system design. 4. Developing policies and procedures for insider threat in order to prevent, detect, and deter unauthorized access.
