This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Planning, Research, and Evaluation, located in Washington, District of Columbia.
Duties
-Serving as a subject matter expert on privacy laws and data sharing standards in order to serve as an internal consultant and advise agency personnel at all levels.
-Promoting improvements in data sharing in support of service delivery, performance management, and analysis while ensuring adherence to all applicable privacy and confidentiality requirements.
-Providing policy analysis to ACF programs on improving program coordination, enhancing information sharing and collaboration, and identifying statutory, regulatory or policy limitations
-Analyzing statutes, bills, reports, Congressional materials, proposed Executive orders, agency directives, regulations, and policies relating to data sharing and privacy to determine their effect on ACF and its programs.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that includes the following:
Providing privacy policy analysis and reviewing privacy impact assessments for federal programs to enhance information sharing and identify statutory, regulatory and privacy policy limitations
Advising federal staff on the privacy requirements related to research reuse of existing data.
Analyzing statutes, bills, reports, Congressional materials, proposed Executive orders, agency directives, regulations, and policies relating to data sharing and privacy to determine their effect on Agency programs
Promoting improvements in data sharing processes in support of service delivery, performance management, and analysis while ensuring adherence to all applicable privacy and confidentiality requirements
Providing expert advice and counsel to senior management on legislative proposals, Congressional testimony, Executive Orders, agency directives, regulations, and policies related to privacy and data sharing, and related documents

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
