You will serve as a Management & Program Analyst in the Records Management Branch, Executive Support Staff, Executive Support Office, Portsmouth Naval Shipyard, Kittery, Maine.

Duties
You will provide support for the Shipyard Records Management Program and for the management and program analytical functions of the Shipyard Directives and Forms Management Programs.
You will serve as a subject matter expert on Portsmouth Naval Shipyard Directives and Forms Management.
You will use various databases to store, access, and dispose of electronic records maintained by Portsmouth Naval Shipyard.
You will conduct studies of existing directives and forms to detect and eliminate conflict, overlap, and duplication.
You will assist the Command Records Manager with oversight of the duties and progress of Records Management Liaisons, Department/Detachment Records Managers, Records Custodians, and File Custodians.
You will serve as the central point of contact for authoritative information on directives and forms, resolving any questions or problems that arise.
Requirements

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This is a bargaining unit position.
- Occasional overtime may be required.
Qualifications

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:
FOR GS-11 (one year of specialized experience equivalent to GS-09):
Experience providing authoritative information and guidance regarding administration of directives and forms.
Experience providing support for the Records Management Program and for the oversight of the Directives and Forms Management Programs.
Experience researching, reviewing, analyzing, and interpreting OPNAV, SECNAV, NAVSEA and DOD Records Management policies for implementation.
Experience conducting studies of existing directives and forms to detect and eliminate conflict, overlap and duplication.
Experience using various databases to store, access, and dispose of electronic records.
FOR GS-09 (one year of specialized experience equivalent to GS-07):
Experience providing information and guidance regarding administration of directives and forms.
Experience assisting with studies of existing directives and forms to detect and eliminate conflict, overlap and duplication.
Experience researching, reviewing, analyzing, and interpreting OPNAV, SECNAV, NAVSEA and DOD Records Management policies for implementation.
Experience recommending solutions to problems in organizational administrative procedures and work processes of the Directives and the Forms Management Programs.
Experience using various databases to store, access, and dispose of electronic records.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-09: master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.
GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
