Position is assigned to the Health Care for Homeless Veterans Program, which includes The Department of Housing and Urban Development and VA's Supportive Housing Program, Grant & Per Diem Program, Contract Residential Program Emergency Housing Veterans Justice Outreach, Community Employment Coordinators, and other projects associated with the homeless programs such as Stand Downs, Community Homeless Assessment - Local Education and Networking Groups and will manage the Homeless Dental Initiative
Duties
Duties include but are not limited to:
The incumbent manages administrative, programmatic and management support. The position requires incumbent to be highly organized, have comprehensive working knowledge of specialized and complex subject matter as it relates to the homeless program's policies, procedures, and health care practices. The incumbent must have a broad working knowledge of quality improvement, The Joint Commission (TJC) and Commission on Accreditation of Rehabilitation Facilities (CARF) policies and practices as it relates to the HCHV program; must also understand and be able to design, implement and/or supervise a tracking system for performance measures, housing status, and program satisfaction for veterans in the Homeless Programs. The incumbent will need creativity to create templates and graphics ( e.g., Excel) necessary for HCHV documentation and statistical gathering, analysis and display and will require writing skills needed in order to update policies and take meeting minutes.
The incumbent provides services as defined in VA rules, regulations, and directives for participation in the various programs for Homeless veterans, maintaining a log of contacts, tracking supplies that are distributed, reviewing and tracking requests for information and collecting and submitting information as outlined by his immediate supervisor.
The incumbent independently coordinates and participates in off site outreach functions and prepares after action reports and forwards completed reports to the appropriate offices. When necessary, the incumbent notes deficiencies in achieving desired results in outreach functions and may make recommendations and establish methods to improve or make corrective actions and develop timelines for implementation.
The incumbent engages in coordination with community agencies, organizations, and groups to learn of services or resources available for homeless veterans as well as provides current information on services in the VA for Homeless veterans at VA CWM.
The incumbent may participate in research or quality improvement by collecting data, identifying questions and trends that should be studied as a basis toward improving aspects of social service delivery to veterans as well as devising and carrying out studies under the direction of his or her supervisor.
The incumbent actively participates in intra and inter-agency meetings, conference calls and attends training offered by the VA.
The incumbent works with VA PIHCS multi-disciplinary teams and community agencies to strive for developing more effective and efficient ways of delivering services to Homeless Veterans.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assessing and resolving day-to-day issues associated with outpatient clinics. Knowledge of VA manuals, policies and procedures; the Joint Commission Standards; Headquarter Directives, and Human Resources manuals. knowledge in clinical operations, develops and/oversees the development of information related to patient care, such as access to care. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . OR,
Combination: Applicants may also combine education and experience. You must have an combination of specialized experience and education beyond Master's or equivalent doctoral degree OR 3 full years of progressively higher graduate education leading to such a degree or LL.B. or J.D, if related..

Physical Requirements: The position involves a great deal of mobility within the clinic area as well as the rest of the medical center and may require travel to other sites. The employee must be able to operate a computer terminal and be able to manage multiple activities at one time. The employee may need to carry reports or forms and to bend for filing.
