The incumbent serves as a Business Office Supervisor, in the Patient Services Section at the VA Central Western Massachusetts Healthcare System and is responsible for Billing, Patient Funds, Eligibility, AODs, Beneficiary Travel, and other administrative functions including Bed Control, Publications Officer, Contract Officer Technical Representative.

Duties

The incumbent works as a manager in the Business Office with direct accountability to the Assistant Business Office Manager. As a member of management, the incumbent is responsible for a wide variety of functions related to Billing, Patient Funds, Eligibility, AODs, and Beneficiary Travel; these include financial analysis, programmatic oversight of the billing unit, information management, performance of clinical/financial feasibility studies, and support in strategic planning efforts. Incumbent supervises a group of employees performing work at the GS-9 level. The incumbent provides the administrative and technical supervision necessary for accomplishing the work of the unit. Major duties include, but are not limited to: Supervises the MAS, which requires knowledge of the operations of procedures during off-tour hours, weekends, and holidays. This may involve a call to work after completing a regularly scheduled tour of duty and being prepared to work a second tour making sound decisions. Performs the administrative and personnel management functions relative to staff supervised. Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the Medical Center, budget analysis, projecting and forecasting, operational and staffing analyses, contracting and provider relations. Identifies areas of concern and recommends resolution through analysis Responsible for planning and directing the activities of subordinates and managing training and support needs to assure an appropriate work environment. Assists in the development of improved managerial reports and reporting techniques. Develops the need for and maintains an awareness of available resources making recommendations to the Business Office Manager. Exercises resourcefulness and good judgment in recommending solutions to concerns/problems identified by special projects and studies. Plans, implements, negotiates, or evaluates proposals related to the position, and communicating various analyses and information. Responsible for the day to day operations of the unit, providing direction and oversight to the parties involved. Manages and resolves conflicts, confrontations, and disagreements in a positive and constructive manner to minimize negative personal impact. Responsible for providing a liaison role for the clinical services, as those services related to the access of Veterans through their eligibility, and physician/provider relations. The incumbent is utilized as a primary resource by the Joint Planning Office. Assists in the development of improved automated, computerized managerial reports and reporting techniques. These can involve single or multiple variables, and may be related to areas of physician productivity, historical performance reviews, improving work flow procedures, etc. Work Schedule: 40 Hours a week, Monday - Friday, 7:30am - 4:00pm. This position is covered by locality-based comparability pay. The selectee will be required to serve a one year probationary period for supervisors if not already served. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted) in some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Encourages creative tension and differences of opinions. Responsibilities include fact-finding and analysis of data and preparation of managerial problems assigned to the incumbent for review. Interfaces with most administrative and clinical services at the Medical Center, as well as upper management. Responsible for providing a liaison role for the clinical services, as those services related to the administration of Non-VA Care resources. Responsible for the development and implementation of appropriate Standard Operating Procedures (SOPs) for the completion of all administrative processing of authorizations, payments, denials, appeals, reconciliation of authorizations and payments, and projecting funding needs. Contributes to the evaluation of clinical involvement with Non-VA Care Service issues: . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Incumbent should have a thorough knowledge base of common financial analysis techniques, including budget projection and forecasting. The incumbent must also be informed in the subject of staffing and manpower utilization, to the extent that useful reports and/or studies can be generated to support existing cost and financial data for senior level management and a wide knowledge of all hospital administrative principles, theories and practices is required, as well as skill in applying this knowledge to the position and problems encountered on the job. Additionally, knowledge of common public and private sector practices, as they relate to the position, should be present. Physical Requirements: The work is sedentary. Typically, the incumbent sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work. Occasional travel may be required. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
