This Program Specialist position is located at the VA Medical Center in Leeds, MA and provides oversight support to the Primary Care service line which includes the following program areas: Primary Care, Occupational Employee Health, Compensation and Pension, Pain Management, Whole Health, Health Promotion and Disease Prevention, and the Community Based Outpatient Clinics. This position participates with all levels of management in planning, analyzing, and establishing sound business practices.
Duties
Major duties include but are not limited to:
Assists management with decisions on appropriate clinic set up;
Conducts daily reviews of clinic functions such as overbooking of patients, scheduling new patients, and resolving consults;
Collects utilization data, assuring that all workload data are captured and appropriately validated;
Coordinates quality assurance/utilization review activities within the clinics, by way of patient and staff satisfaction surveys, clinical pertinence reviews, clinical utilization reports, etc.;
Recommends changes in existing clinic activities using productivity, cost effectiveness and clinic outcome data;
Ensures that there is reliable and timely access to all clinical and non-clinical information necessary for the provisions of high-quality care;
Maintains timecards for clinical and administrative personnel;
Acts a resource and provides administrative guidance to staff in all program areas;
Performs annual inventory on all equipment used within the designated services. Works closely with logistics to order supplies and equipment;
VISN point of contact for the Primary Care Management Module (PCMM) and other resources.
Work Schedule: Monday-Friday, 7:00am-3:30pm. Schedules may be adjusted to support facility needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. (This is separate from your experience and is mandated by statutory and regulatory requirements.)
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You must qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of clinical care components and the operating systems which support clinical activities; Ability to identify and articulate the goals and priorities of a VA service line; Experience in qualitative and quantitative data analysis methods to create and implement systems for collection of data and preparing recommendations for action; Knowledge of VA scheduling software, CPRS, and VISTA. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09. The education and experience must be directly related to the work of the position to be filled.

Physical Requirements: The position involves a great deal of mobility within the clinic area as well as the rest of the medical center and may require travel to other sites. The employee must be able to operator a computer terminal and be able to manage multiple activities at one time. The employee may need to carry reports or forms and to bend for filing.
