This position serves as the Training Coordinator for the Group Practice Management service of the VA Medical Center in Northampton, MA. The Medical Administrative Specialist develops and implements ongoing training programs for all employees, and monitors and develops seamless processes to improve efficiency, effectiveness, and customer service.
Duties

Develops, administers, analyzes, and evaluates training programs by developing and modifying courses, setting training priorities, and researching and recommending new or alternative training sources;
Coordinates orientation activities for new employees and prepares materials to acquaint new employees with the mission, structure, history, objectives, and policies of the organization;
Develops and maintains standard operating procedures;
Assesses training program quality and effectiveness for continuous improvement;
Develops or purchases training aids and resources;
Coordinates requests for training funds;
Develops the yearly training plan and the monthly training calendar with the days, times, and locations of training events;
Completes quality assurance studies;
Reviews responses from employee surveys and addresses identified issues;
Develops and updates web-based courses, policies, guidelines, instructional methods, materials, etc.;
Prepares operating level policies on staff development issues;
Tracks employee education and training hours using computer system software and prepares status reports on training hours and mandatory courses;
Participates on committees to obtain/provide information and communicate training initiatives;
Develops data capture and electronic reporting procedures to track the progress of quality program management initiatives;
Analyzes segments of business processes or transactions and identifies indicators, progress measures, objectives, and emphasis areas for action for improvement;
Develops policies and standard operating procedures for business processes that facilitate goals and objectives of management, patient care, and process improvement;
Develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes, information systems, and content;
Monitors special programs to provide objective evidence of the effectiveness of procedures and controls;
Performs in-depth analysis of stable work processes or service delivery practices to identify reasonable and efficient quality measurements tailored to the activity;
Monitors quality program implementation and indicators designed to verify adherence to requirements, prevent errors, and eliminate ineffective work practices;
Investigates and analyzes adverse quality trends or conditions and initiates corrective action;
Consults with technical experts in each program area to examine and analyze unusual or problem situations indicated by changes in program quality indicators;
Designs studies, training programs, and organizational strategies for identifying opportunities to improve customer service and process quality;
Performs audits of processes to ensure compliance with directives, prepares reports of findings, and preparing training that address deficient areas;
Develops quality improvement plans;
Performs related duties as required.
Work Schedule: Monday through Friday, 7:30am - 4:00pm.

Qualifications
MINIMUM QUALIFICATIONS GS-09: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Specialized experience includes: developing and administering training on the administrative functions of a medical facility/organization; identifying problem areas and implementing procedures to correct issues; assisting in the development of policies and standard operating procedures; and performing audits preparing reports of findings. This experience must be detailed in your resume to receive credit. ~OR~
A master's degree, equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. This education must have been completed at an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~

Physical Requirements: The work of this position is primarily sedentary, although some light physical effort may be required. There may be some walking, standing, bending, carrying of light items including training paperwork or manuals, or small equipment such as laptop computers, mobile LCD projectors, or driving an automobile. The employee may be susceptible to eye strain from working long hours on the computer. Work is performed in an office and hospital setting and involves regular and recurring risks of exposure to contagious diseases. Work is typically performed in an adequately lighted and climate-controlled office or training room, but there will be travel to outpatient clinics and Community Based Outpatient Clinics to assess deficiencies and provide training.
