The Veteran Experience Office (VEO) is focused on creating a Veteran-centered VA and putting Veterans in control of how, when and where they want to receive services. This position aligns to the Enterprise Measurement & Design Directorate (EMD) Operational Support Division (OSD) which is instrumental in providing operational, business development and strategy collaboration in supporting VEO's overall mission.

In addition to exhibiting VA's CORE leadership competencies, the incumbent will be responsible for building and maintaining meaningful relationships with and across VA by working closely with key VA / VEO leadership in both a virtual and face -to-face environment occasionally traveling within a designated area of responsibility (AOR). Through delegated authority by the Directorate Deputy Director, the incumbent Chief serves as the senior leader point of contact for day-to-day interaction on EMD's operational support and business processes including project intake, planning, and execution; portfolio analysis, recruitment strategy and execution; staff development and administrative operational support and ensuring VEO works together seamlessly and as a cohesive organization centered on providing needed services to the Veteran. Incumbent understands which organizations have a stake in evaluating proposed projects to ensure they are focused on providing exceptional customer experiences every time Veterans engage VA and seek their input and provide feedback. This position is also responsible for first level supervision of a group of highly skilled GS-13 and GS-14 subordinates.
The incumbent serves as the primary operations accountable official for EMD's intake operations and/or project execution operations. As a senior role which involves overseeing the provision of services and internal office operations and ensures organization is running as well as it possibly can, with a smooth efficient service that meets the expectations and needs of staff and customers.
Serves as lead in developing and maintaining relationships among VA key stakeholders within the AOR and the operational oversight of EMD's Operational Support Division.
Providing centralized program/project management and executes strategic guidance and direction using program integration and implementation, requirements integration and management, business modernization and improvement, program assurance and risk management concepts. Ensures that a disciplined consistent process is utilized in the selection and execution of VEO projects based on return of investment and alignment with VA priorities that support enhancing Veteran Experiences. Due to the technical components required for this position, the Division Chief must be well versed in Program, Portfolio and Project management principles.
Overseeing overall recruitment process of identifying, sourcing, screening, shortlisting, and interviewing candidates for Human Centered Design (HCD) focus groups and/or interviews related to VEO projects and design work.
Development of standardized operating procedures (SOP) and or recruiting guides for program requirements and scheduler roles and responsibilities.
Oversees scheduling process though activities such as: Pulling participant lists, procuring participant consent, scheduling, tracking participation and storing information according to regulatory privacy requirements.
Plans work to be accomplished by subordinates; sets and adjusts priorities and prepares schedules for completion of work. Assigns work to subordinates and evaluates work performance. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions, recommends approving, promotion or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to higher level management. Effects minor disciplinary measures such as warnings and reprimands, recommending other action in more serious cases. Identifies development and training needs of employees; develops performance standards. Coaches and mentors' staff in providing optimal Veteran-centric service via a disciplined project delivery methodology, HCD Recruitment Strategy and Employee engagement program. Develops staff by identifying training and developmental opportunities; serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
Formulating objectives and priorities to develop and implement plans consistent with the long-term interest of VEO-EMD in an enterprise-wide environment. Leverage opportunities and manages risks that directly and/or indirectly effect VEO-EMD operations.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.
Compressed: Compressed schedule is not approved for the first 90 days, but may be discussed with the supervisor and addressed on an individual basis after that time.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrates program and project management experience to include strategy formulation and program integration. Experience in strategic program management, providing guidance on program implementation, requirements management, and risk management. Experience overseeing centralized program/project management for a directorate portfolio, ensuring project selection and execution align with organizational priorities and yield optimal returns on investment. Supervisory experience with federal and contract staff of administrative management, program analysts, and communication support positions with a strong foundation in information management (IM), records management (RM). Serving as senior consultant on key projects, managing project processes, tools, and resource allocation effectively to meet operational and financial goals. Skills in metrics analysis, gap analysis, business process re-engineering, and budget management are essential. Experience in delivering briefings to senior leaders. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level..
