You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT (N8), ACCOUNTING/FINANCIAL EXECUTION (N82) of MILITARY SEALIFT CMD, NRFK, VA 23511
Duties
You will research guide to locate accounting, budgetary and financial information and prepare summaries for use by higher-graded analysts.
You will formulate budget and estimates to support plans, programs, and activities.
You will prepare, process, and monitor funding documents.
You will interpret financial management system requirements to determine support being provided through an organization's financial management systems applications (e.g., accounting, budgeting, finance).
You will tracking and control funds for special programs, analytical or program work pertaining to payroll, cash control, or benefit systems.
Requirements
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
Qualifications
For GS 09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
- Experience examining, verifying, maintaining, and reconciling account data to ensure accuracy.
- Experience compiling data for financial reporting to support decision-making.
- Experience analyzing and preparing reports using Microsoft Suite-Word, Excel, and PowerPoint-to enhance financial management
initiatives.
- Experience applying regulations, policies, and operating instructions relevant to financial management operations.
- Experience advising others on financial processes and regulations to ensure compliance.
- Experience reviewing financial records to verify they are maintained according to applicable laws, rules, and regulations.
- Experience utilizing a financial management system to research, monitor, and report financial data, including obligations, commitments,
and expenditures.
- Experience using financial systems to update and verify financial information for accuracy.
- Experience researching other systems to resolve accounting transaction posting errors and discrepancies.
For GS 07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experienceusing DoD or Navy Financial systems to include the DoD FMR.
Experience researching other systems such as CHOOSE, EDA, to resolve accounting transaction posting errors. etc.
Experience entering data in financial management systems.
Experience in extracting data from financial management systems and exporting into Excel spreadsheets.
Experience utilizing the Micro Soft Suite, Word, Excel and Power Point.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS 09
Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS 07
1 full year of graduate level education
or
superior academic achievement
