You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Quality Assurance Manager (Code 900Q), Production Department Analysis & Business Manager (Code 900A), Production Resources Department Manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.

Duties

You will conduct internal program, processes and ship overhaul audits to identify quality problems and opportunities for improvement. You will conduct investigations of reported equipment/systems failures to identify responsible parties, root causes and corrective actions needed to prevent recurrence. You will conduct studies of work processes by collecting, sorting, grouping and analyzing process data for quality trends.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing basic ship types, configurations and systems to facilitate shipboard onsite inspections of failed systems/components and promoting ease of communication with cognizant civilian and military personnel. Experience demonstrating quality assurance concepts, principles and methodology to utilize in developing and implementing an effective, economical shipyard quality assurance program. Experience performing audit, investigative and analysis methods and techniques to conduct effective audits/investigations of shipyard programs, process and products to analyze results on a cumulative basis to identify quality trends. Experience demonstrating naval shipyard policies and procedures as related to functional areas such as engineering, planning, production and administration to utilize in assessing compliance with shipyard directives and developing sound recommendations for program and process improvement. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience recognizing and understanding basic ship types, configurations and systems to facilitate shipboard onsite inspections of failed systems/components and promoting ease of communication with cognizant civilian and military personnel. Experience interpreting quality assurance concepts, principles and methodology to assist in communicating the shipyard quality assurance program. Experience reviewing audits and using methods and techniques to interpret effective audits/investigations of shipyard programs, and processes. Experience with knowledge of naval shipyard policies and procedures as related to functional areas such as engineering, planning, production and administration to utilize in assessing compliance with shipyard directives. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
Ph.D. or equivalent doctoral degree

or

Three full years of progressively higher-level graduate education leading to a Ph.D.

or

LL.M. degree that is related to the position being filled.

GS-09:
Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
