You will serve as a SUPERVISORY QUALITY ASSURANCE SPECIALIST in the Employee Development Branch (Code 133.3), Non-Nuclear Inspection Division (Code 133), Quality Assurance Office (Code 130) of NORFOLK NAVAL SHIPYARD.

Duties

You will plan, organize, and direct the activities of the Non-Nuclear Inspection Division Employee Development Branch (Code 133.3), ensuring that Employee Development Branch personnel comply with legal and regulatory requirements. You will develop goals and objectives that integrate organization and Employee Development Branch objectives. You will research, interpret, analyze and apply all applicable Naval Sea Systems Command instructions and other guidelines pertinent to the development of Code 133 personnel. You will establish policies and procedures for accomplishment of employee development, internal process/program management, and division operation. You will coordinate plans and schedules with other organization managers and customers as appropriate as well as identifies need for changes in priorities and takes action to implement such changes. You will assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized. You will coordinate and provide authoritative responses to audits, surveillances, incident and deficiency reports, or other internal and external reviews. You will analyze the problems identified in audits, surveillances, and other non-nuclear quality documents to determine causes and trends and recommends or directs appropriate corrective action

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing the knowledge of the concepts, principles and practices of Shipyard repair and overhaul of complex nuclear ships and submarines to manage work. Experience supervising or leading a team. Experience implementing expert knowledge and understanding of the technical aspects of non-nuclear work, materials, and the certification methods and techniques applicable to the Non-nuclear Inspection Division. Experience interpreting and applying policies, regulations, directives, instructions, procedures, and technical documents governing the aspects of employee development, operations, and internal process management. Experience preparing and presenting highly technical and detailed reports, findings and recommendations. Experience applying quality assurance principles and techniques and knowledge of pertinent product characteristics and the associated manufacturing processes and techniques. Experience working with at least two (2) of the following disciplines: Mechanical & Piping, Structural and/or Electrical on nuclear submarines and nuclear/nonnuclear surface ships. Experience providing expert advice and direction to subordinate staff in the development, management and coordination of the employee development, internal processes and programs, data analytics, and division operations in order to support the work on all SUBSAFE, DSSSOC, SCS-FBW and Level I program systems aboard surface craft, attack and fleet ballistic missile submarines.
