About the Position: Serves as Senior Budget Analyst for the U.S. Army Medical Center of Excellence (MEDCoE),Assistant Chief of Staff Resource Management, Program Budget Division, Mission Budget Branch.

Duties

Responsible for budget formulation, presentation, and execution of all assigned funding. Responsible for providing technical advice and guidance to other analysts and managers engaged in the execution of the mission. Responsible for work of technical quality, providing expert advice, counsel, or instructions to junior analysts, Branch Chief, Division Chief and other leaders. Provides on-the-job training and mentorship to newly assigned analysts.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all DoD and DA requirements. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment

Specialized Experience for GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience with federal budgetary policies, procedures and regulation to assure budget forecast, estimates, and submissions conform to requirement. Experience with determining alternative methods of funding; formulating budget estimates for organizational programs for work processes, staffing needs, and funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business, Accounting, Public Administration, or Finance. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience participating in formulation of budget estimates and reporting; preparing or reviewing budget/financial management reports for the organization; responding to budget inquiries from management; utilizing automated financial management reporting systems; forecasting annual budget using current and/or historical cost data; participates in Fiscal Year funding requests, monthly requirements to execution analysis, Midyear Reviews, and year-end closing to ensure adequate funding is available and proper and full use of funds are accomplished with no anti-deficiency violations, purpose statute or bona fide needs statute infractions; facilitates in the preparation of data to support complex budget guidance, formulation methods, and execution tools utilizing various financial systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a wide variety of funding,(e.g. Supplemental funding, OPA, and O&M); Maintain a working knowledge of various financial related systems, including, General Fund Business Enterprise System (GFEBS and GFEBS-SA), Defense Medical Logistics Supply System (DMLSS), Global Combat Support System, Army (GCSS-Army), Procurement Integrated Enterprise Environment (PIEE). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
