You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Corporate Operations Dept (10), Security Division (105) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to the GS-09 and GS-10 grade levels. The full performance level NT-04 is equivalent to the GS-11 and 12 grade levels. NT-03: $61,933-$97,925 NT-04: $75,329-$128,956

Duties

You will serve as an Industrial Security Specialist to the Command on Industrial Security matters relating to the security management functions at the Naval Surface Warfare Center Indian Head Division (NSWC IHD). You will ensure the Command implements all requirements of the National Industrial Security Program (NISP) within the Department of Navy (DON) to verify compliance with Industrial Security regulations. You will interpret Department of Defense (DoD) regulations, policies, manuals and operating instructions for the Industrial Security Program. You will oversee the contractor credentialing program and serve as Mission Partner Affiliation Sponsor via the Mission Partner Identity, Credential and Access Management (MP ICAM) for contractors aboard NSWC IHD.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent grade level) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing industrial security policies and procedures to assess and manage security requirements for contractors and ensure compliance with Industrial Security Programs. FOR NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05 through GS-08 equivalent grade level) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and applying industrial security policies and procedures to assist with contractor security compliance in support of Industrial Security Programs. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04:

Successful completion of a Ph.D. or equivalent doctoral degree.

OR

Successful completion of three full academic years of progressively higher level graduate education.

OR

Successful completion of LL.M, if related.

OR

Havea combination of experience and graduate education as described above that equates to one year of experience.

For the NT-03:

Successful completion of a master's or equivalent graduate degree.

OR

Successful completion of two full academic years of progressively higher level graduate education.

OR

Successful completion of LL.B or J.D. , if related.

OR

Have a combination of experience and graduate education as described above that equates to one year of experience.
