This position is a Realty Specialist, GS- 1170-7/9 working in Lakewood, Colorado for the R6-Division of Realty.
Duties
As a Realty Specialist your duties will include but are not limited to the following:
Prepares, examines, and reviews a variety of real property acquisition and outgrant documents including warranty deeds, transfer documents, right of way permits, certificates of encumbrances, and easements, submitting these documents to supervisors for review and approval.
Drafts and presents purchase agreements, easements, leases and other real estate documents, verifying that legal descriptions and landowner information are consistent and accurate on all documents. Reviews Federal Register notices for actions that affect the Lands Division and disseminates as appropriate.
Orders title commitments, reviews title reports, and performs record searches.
Determines tract numbers for all land acquisitions and easements, applying the numbering protocols and guidelines in the Service Manual. Ensures maintenance of real property records in accordance with Regional and Service disposition schedules.
Conducts site visits, property inspections, landowner meetings, and cross programmatic project coordination.

In order to qualify for this position you must possess the Minimum Qualification.
Minimum Qualification [GS-07]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-05 in the Federal service. Experience may include responding to inquiries and explaining realty processes and services; preparing drafts of routine realty documents for review and approval; coordinating records for compliance with established record management guidelines; reviewing legal documentation to prepare, complete, or initiate title, deed, right-of-way, and easement permits and applications; maintaining purchase and reconciliation records as they relate to land purchase; proofreading agreements, leases, and other real estate documents; utilizing multiple computer systems to access and input realty data (digital archiving, ArGIS, Microsoft, spreadsheets and databases), and assisting in maintaining and retrieving information and reports from automated systems. NOTE: Your resume must contain sufficient information (i.e., complete begin/end dates, hours worked per week, duties performed, etc.) for each period of work for consideration. OR
Possess one (1) year of graduate education from an accredited college or university in a directly related field that provided the knowledge, skills and abilities necessary to perform the work of the position. NOTE: Transcripts required. OR
Meet the Superior Academic Achievement criteria, completion of a 4-year course of study leading to a bachelor's degree in a field of study as described in A above with either (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. NOTE: Transcripts required. OR
Have a combination of successfully completed graduate level education, and specialized experience (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. NOTE: Transcripts required and your resume must contain sufficient information (i.e., complete begin/end dates, hours worked per week, duties performed, etc.) for each period of work for consideration.
Minimum Qualification [GS-09]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-07 in the Federal service. Experience may include assisting with land acquisition transactions, including explaining agency land protection programs, options, and policies to private landowners and conducting research and completing associated records examinations and documentation; determining ownership and disposition or real estate, reviewing courthouse records and/or title reports to determine if there are an encumbrances on real property, issuing permits for activities on Federal lands, utilizing multiple computer systems to access and input realty related data (digital archiving, ArcGIS, Microsoft , spreadsheets and databases), and assisting in maintaining and retrieving information and reports from automated data systems. OR
Possess at least two (2) full years of graduate level education leading to a master's degree that provided the knowledge, skills and abilities to perform this work. NOTE: Transcripts required. OR
Possess a combination of qualifying specialized experience and more than one year of graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first full year (18 semesters) is creditable using this method. NOTE: Transcripts required, and your resume must include sufficient detail (e.g., complete begin/end dates, hours worked per week, duties performed, etc.) for each work period to be considered.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

iii. Time after competitive appointment as specified in 5 CFR 330.502.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
