Duties
Typical duties include:
Provides expert confidential advice and assistance to managers and supervisors on complex personnel management matters involving the full range of HR management advisory services to assigned HRS organization(s).
Analyzes mission, management objectives and organizational mission and goals, projecting personnel needs and potential problems and advises management on best courses of action.
Provides expert advice and assistance to managers and supervisors on complex personnel management matters involving personnel actions.
Serves as a senior management consultant with advanced ability to assess and report on any management problems, including confidential issues, to senior leadership.
Plans, organizes, and conducts detailed analyses of administrative methods and supervisory and general management practices, examining them for effective allocation of resources and for feasibility of methods, procedures, and policy.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-13: You qualify for the GS-13 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties:
Providing guidance to senior staff on the full range of human resources management services; AND
Analyzing human resources trends to identify discrepancies and recommend improvements to policies or procedures; AND
Serving as liaison and/or consultant between multiple divisions to ensure continuity of program objectives; AND
Interpreting mandated requirements to assess program priorities and risks to provide guidance to senior staff.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
