This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Information Technology (IT) Project Specialist, providing systems engineering, cyber security, and infrastructure and technical integration guidance for the planning, design, development, acquisition, and implementation of major critical systems

Duties

Provides technical expertise to accomplish analysis of options and development of the design for advanced and complex IT and cyber security systems. Coordinates development of system documentation for complex assignments in accordance with DoD, agency, major command, and local standards. Making improvements, solving problems, or taking corrective action for on-going projects when problems arise. Presents briefings and consults with industry and institutions on technology, state-of-the-art developments and new manufacturing procedures as they relate to telecommunications in general and assigned projects in particular. Develops and presents contract modification proposals as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Term NTE 2 Years position. A one year trial/probationary period is required.
  • Temporary duty (TDY) travel may be required up to 50% of the time.
  • Must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 60 months of entrance on duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience that includes: 1) Planning and coordinating the design, development, installation, configuration, and implementation of major hardware or software systems; 2) Planning and developing project cost estimates and developing technical and contractual requirements including writing and evaluating PWSs, SOWs, and/or SOOs; AND, 3) Performing IT product studies, with emphasis on interoperability and compliance with Army and DoD IT policy.
