This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Works as a Program Analyst providing substantive management support services in the areas of program analysis, annual and multi-year fiscal planning, development of annual work-plan(s), and/or commercial activity for organizations whose operations are interrelated.
Duties
Performs research tasks to obtain a variety of cost, schedule, and performance data; analyzes data to derive relationships involving system parameters, schedule, and cost variations.
Provides support and advice on reprogramming of funds and funding levels due to changes in work-load and/or mission.
Assembles data, establishes project position, assists in the resolution of any differences of opinion and initiate necessary documentation.
Provides program interpretation, assessment, and analysis of planning documents and directives received from higher echelon to determine effect on PMO objectives and plans.
Develops meaningful information and data for use in preparing evaluation reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.
- TDY travel may be required up to 10% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 60 months of entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. General Experience: Three years progressively responsible experience which includes: 1) Supporting resource management functions via automated systems to prepare and review funding documents; 2) Researching budget issues/transfer of funds for feasibility and adequacy; AND, 3) Preparing execution reports to assure effective resources are within available budget.
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-01/(GS-04).

Education: Four-year course of study leading to a bachelor's degree.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
