You will serve as a FINANCIAL MANAGEMENT ANALYST of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Commute Area

Duties
You will evaluate changes in program plans to recommend modifications to program spend plans.
You will generate reports from a financial management system (e.g., Standardized Accounting and Reporting System-Field Level [STARS-FL], Enterprise Resource Planning [ERP], or similar system) to monitor and correct errors.
You will use a financial management system (e.g., Wide Area Work Flow [WAWF] or similar system) to prepare analytical reports on program operations and financial data.
You will administer financial laws and regulations for an organization.
You will advise customers concerning Navy Enterprise Resource Planning (N-ERP) processes, procedures, and appropriation law.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interprets and implements higher-level guidance and communicate complex financial processes and technical topics for stakeholders, internal and external; 2) Evaluates financial and accounting operations data to ensure cost-effective support of programs and policies; 3) Demonstrates critical thinking and problem-solving skills; and 4) Interprets standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations to include Business Rules.
GS-07
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzes various lines of accounting to understand the life cycle of a funding document; 2) Applies problem solving skills to various financial issues and technical challenges; and 3) Evaluates financial and accounting operations data to ensure cost-effective support of programs and policies.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-9:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-7:
1 full year of graduate level education
or
superior academic achievement
