Duties
You will serve as the Command subject matter expert for Foreign Military Sales (FMS) case development and execution processes and policies.
You will conduct program reviews with NAVSEA program offices regarding cost, schedule, and performance issues related to FMS case development and execution.
You will make determinations and recommendations of FMS budgetary resources to prioritize work in order to accomplish program objectives.
You will analyze, interpret and provide direction on policy and directives impacting the NAVSEA security assistance community.
You will conduct complex FMS Case studies, perform analysis, and extract case development and execution performance data using various FMS Systems (DSAMS, MISIL, DIFS, CEPT, and SCIP).
You will develop and implement improvement and efficiency strategies for FMS case development and execution based on findings from key program specialists and analysts, leading efforts for these studies and analysis.
You will provide a wide range of briefings and reports to senior internal and external stakeholders.
Requirements

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing a team while serving as a subject matter expert for Foreign Military Sales (FMS) case development and execution to oversee program reviews, make budget determinations, analyze policy, and improve strategies for the enhancement or optimization of program efficiencies, performance, and compliance.
