This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI), Executive Support Group (ESG), Hiring & Administrative Support Staff (HASS). As a Management Analyst, GS-0343-13, you will serve as a senior analyst to guide CPI executives, managers, and employees on the full range of human capital and related management issues.

Duties

Provide expert advisory, consultative, and technical services to agency program and line supervisors and managers on a broad range of human resources issues that involve complex and controversial issues. Conduct complex, multi-disciplinary studies that relate to sensitive HR issues and overall position management, staffing patterns, recruitment, and vacancies within CPI. Compile data and prepare complex administrative and management reports that are mandated from higher echelons in the organization and/or the Department. Prepare recruitment, classification, performance/recognition, training, and employee relations documents based on guidance from CMS/OHC. Provide ongoing guidance to CPI managers on the full range of management and administrative issues.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Advising employees and/or management on human resources related statutes, regulations, policy, processes and/or guidelines; AND Collaborating with Agency human resources personnel on position management, recruitment strategies, and the development of position descriptions; AND Conducting analysis of human resources data and/or systems to develop recommendations on staffing, employee development, position management, benefits, employee relations, and/or time and attendance issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
