The primary purpose of this position is to develop and coordinate the USSPACECOM's IT service delivery model including operating concepts, technology, and capabilities to manage delivered service offerings, performance metrics, and costs.

Duties

Serve as C4 technology advisor. Oversees and operates IT portfolio organization and execution. Conducts analysis, selection, control, and evaluation of IT enterprise investment decisions. Coordinates and confers with outside organizations on enterprise information environment portfolio application and system architectures, requirements, planning, development, and acquisition.

  • Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.

  • A Bachelor's degree from an accredited institution in a closely-related discipline is highly desired. Advanced degree(s) are preferred.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber codes namely: 801 - Program Manager, 802 - IT Project Manager, and 333 - Partner Integration Planner. Failure to comply may result in removal from this position. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade NH-02 (GS-11) or equivalent in other pay systems. Examples of specialized experience include applying C4 systems and associated IT policies, principles, concepts, methods and practices in order to develop and interpret IT and IRM policies, procedures, and strategies and to provide expert advice in/on governance and portfolio management. Ability to plan, organize, and direct complex projects, leading small groups of subject matter experts, resulting in problem resolution. Ability to communicate concisely orally and in writing. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced knowledge of C4 systems and associated IT policies, principles, concepts, methods and practices in order to develop and interpret IT and IRM policies, procedures, and strategies and to provide expert advice in/on IT governance and portfolio management. Demonstrated knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). Extensive knowledge of interrelationships of multiple IT disciplines, performance management and measurement methods and tools, and program/ portfolio management methods sufficient to work with other departments/working groups to establish priorities for IT investments, to build business cases, to demonstrate the total cost investment, to establish metrics and associated performance measurement tools, and to lead/conduct studies designed to analyze IT investment alternatives, and to evaluate the portfolio's performance. Mastery of IT governance policies, DoD business processes and decision-making methods sufficient to advise IT governance communities on program interfaces, investment criteria, and technological advancements (virtualization, cloud computing and DISA enterprise service offerings), using sound judgement to generate and evaluate alternatives and make decisions/recommendations which significantly affect policies and critical missions programs. Comprehensive knowledge of communications policy requirements to function as a technical authority in mission area assignments requiring the application of new theories, concepts, and developments to communications-computer problems not susceptible to treatment by accepted methods of technology, or procedures. Skill to develop plans and techniques to fit new situations to improve overall program and policies; and establish precedents in application of problem-solving techniques to enhance existing processes. Ability to anticipate problems and develop sound solutions and action plans to ensure program/mission accomplishment. Ability to plan, organize, and direct complex projects, leading to small groups of subject matter experts, resulting in problem resolution. Ability to communicate concisely both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
