Duties
This Supervisory Information Technology Specialist position is located Enterprise Support, Information Technology, Technology Solutions Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Provides expert knowledge of enterprise architecture, systems analysis and design, computer technologies. Uses expert skill in management activities to include project management, goal setting and project oversight.
Provides technical advice, guidance, and recommendations to management and other technical specialists on a variety of complex and critical IT issues impacting mission critical applications and systems.
Manages active engineering pipeline/backlogs and participates in the level of effort estimation process for all systems. Prepares and delivers technical and business process documentation. Directs team in designing plans for preparing the IT infrastructure for integration of COTS software, testing the software in isolation, developing scripts for integrating the software, and then turning over the COTS plans and scripts to Configuration Management for implementing software into Production.
Determines best approaches for implementation within the technical environment and works with applications developers to isolate and solve design problems encountered during testing and implementation stages and develop final technical specifications for new systems.
Develops mitigation strategies to address cost, schedule, performance, and security risks. Responsible for setting program goals and establishing priorities to support the assigned projects. Articulates and communicates the assignment, project, problems to be solved, actionable events, milestones, and/or program issues under review and deadlines and time frames for completion.
Exercises a full range of supervisory and personnel management authorities that include directing work of subordinate staff, coordinates and evaluates subordinates' work to assure balanced workload and timely responses, gives advice, counsel, and provide instruction to employees on both work and administrative matters.
Serve as project manager, contract technical monitor, and or Contract Officer Representative (COR) in developing spend plan, administering contracts for acquisition, maintenance, and support of information systems. Works closely with contract officer representative to monitor the overall performance of contractor, evaluate deliverables, and assesses contractor's technical performance.
Qualifications
To qualify at the SV-K Band (GS-15 Grade) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following:
Expert experience applying project management from project initiation, planning, approval, execution and closeout within Information Technology (IT) environment to include aligning IT strategies with business goals.
Expert knowledge applying software development best practices using Agile and DevSecOps methodologies.
Expert Knowledge establishing IT policies and procedures to standardize adaptive maintenance.
Expert knowledge problem solving and crisis management to include trouble shooting critical system outages, performance issues, and or security incidents.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
