Duties
Interprets and analyzes statutory, regulatory, and administrative requirements to provide guidance to all DFAS systems
with regard to portfolio management and investment guidance.
Develops and/or reviews DBS and investment review policy, regulations, procedures, and requirements for DFAS systems
which implement a broad range of financial requirements.
Determines methods and resources to be used in conducting studies, investigations, and analysis of systems.
Designs and conducts complicated system reviews and provides advisory services on various issues that require a broad scope of understanding.
Serves as senior analyst ensuring compliance with DoD and DFAS policy and standards.
Prepares presentations/briefings for senior leaders, managers, peers, and customers on best practices, process improvement initiatives, and implementation guidelines and procedures.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Applying financial management methods, practices, principles to implement process improvements for accounting and financial software and systems; reviewing and analyzing new legislation and policy changes to apply to financial and accounting software and systems; planning and directing projects related to the development and modification of automated financial and accounting systems; providing support in the planning, budgeting, and execution reporting for financial/accounting systems.
