The Office of Retirement and Disability Policy (ORDP), led by the Deputy Commissioner for ORDP, advises the Commissioner of Social Security on major policy issues, and is responsible for all activities in the areas of strategic and program policy planning, policy research and evaluation, statistical programs, and overall policy development, analysis and implementation.

Duties

The Office of Data Exchange, Policy Publications, and International Negotiations (ODEPPIN) within ORDP provides enterprise wide oversight of data exchanges, manages the agency's policy publications, and negotiates and administers bilateral social security ("totalization") agreements with foreign countries. The Deputy Associate Commissioner (DAC) serves as the deputy and alter-ego to the Associate Commissioner, ODEPPIN, the key agency executive responsible for enterprise-wide oversight and governance of the Social Security Administration's data sharing programs. In this capacity, the incumbent helps to ensure that the agency's data exchange services align with statutory law, agency regulations, agency priorities, and resources providing broad strategic direction and vision for the agency's data exchange programs. In addition, the DAC, ODEPPIN serves as a key agency official for international program policy matters and for its participation in the international Social Security community. Alongside the AC, ODEPPIN, the DAC is also responsible as a lead executive in providing planning and support to the Deputy Commissioner for Retirement and Disability Policy (ORDP) on the technology that supports agency-level projects and initiatives that affect the agency's policy-making processes. The incumbent is responsible for directing all systems activities supporting the agency's electronic programmatic instructional system. Additionally, the DAC, ODEPPIN: Provides strategic vision and governance for SSA's data sharing programs by developing and approving policies and strategies for the agency's unified data exchange governance process. This includes establishment and maintenance of all SSA's data exchange and computer matching policies. Co-leads agency efforts to identify and obtain data sources from government and private industry to improve SSA programs, reduce reliance on self-reporting and prevent improper payments. Responsible for providing executive level leadership in negotiating with federal, state and local, and tribal partners for both incoming and outgoing programmatic exchanges, and provides executive sponsorship for all outgoing programmatic exchanges. Responsible for the coordination of all activities within the Agency involving negotiations with foreign governments on international Social Security agreements (totalization) and is responsible for developing and analyzing the policies and procedures for implementing the provisions of the agreements, and for administering the coverage provisions of the agreements. Provide executive level leadership in initiating and implementing data exchange Information Technology (IT) improvements and sponsor data exchange IT projects to ensure consistency with the agency's data exchange mission and vision. Directs all activities related to the establishment, maintenance and support of technology tools essential to policy makers and researchers throughout the ORDP organization. This includes end-user and information technology (IT) infrastructure support to all ORDP policy-making and research organizations. Directs all activities related to the maintenance and further development of the agency's production and delivery systems for program policy-related documents (e.g., publication, distribution, indexing, storage, and retrieval). This includes establishing and overseeing agency standards for the development of program instructions (e.g., writing and document formatting standards) as well as assistance to authoring components in developing policy documents. Directs a program of ongoing evaluation and continuous improvement of the agency's policy development process.

Qualifications

As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address each of the Executive Core Qualifications (ECQ) listed below in the application documents you submit. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (MTQs): None DESIRABLE QUALIFICATIONS (DQs): An optional statement addressing each Desirable Qualification (DQ) is strongly recommended. No more than one (1) page per DQ is allowed; additional information will not be considered. This document should be submitted using the "Desirable Qualification" document type. 1. Senior level experience in the oversight of data exchanges, including broad working knowledge incorporating best practices to improve data exchange governance. 2.
