The Deputy Associate Commissioner (DAC), Office of Central Operations (OCO), is a key Social Security Administration (SSA) official with responsibility for providing executive direction and leadership for the nationwide establishment and maintenance of basic records supporting Social Security programs, foreign claims operations, and OCO disability operations.

Duties

The Deputy Associate Commissioner for Central Operations (DAC, OCO) shares with the Associate Commissioner for Central Operations (AC, OCO) full responsibility for all functions within the OCO organization including planning, decision making and implementation of policies, objectives, and goals relating to present and future operations. The DAC, OCO assumes full responsibility for all component functions within the OCO organization and acts on all matters within the Associate Commissioner's jurisdiction with full commitment authority. Additionally, the DAC, OCO: Directs and coordinates the centralized processing of claims under the Disability program and the maintenance of related beneficiary rolls for claimants and beneficiaries under age 55. Directs the development, adjudication and authorization of entitlement or disallowance of claims for the Retirement, Survivors, and Disability Insurance, and health and supplementary medical insurance benefits for persons residing in foreign countries. Directs the initial establishment of Social Security number accounts for all employees and self-employed individuals and the annual maintenance/posting and ultimate certification of the earnings records for all Social Security Benefit Program computations and payment of benefits. Directs operational planning and resource management activities for the accomplishment of assigned functions, directly and through subordinate supervisors. Oversees the provision of technical advice and assistance to SSA components on matters relating to the operational aspects of the disability and foreign programs, enumeration, and earnings record maintenance processes. Represents SSA and DCO, where appropriate, in discussions/negotiations with Regional Federal Benefits Officer and officials of other Federal Departments and agencies and private institutions. Oversees the provisions of timely responses to members of Congress, representatives of various organizations and the public, requesting explanation of disability and foreign programs and enumerations and earnings records maintenance, standards and procedures followed and reasons for interpretations of decisions. Directs the activities of employees engaged in the maintenance of earnings accounts, the processing of adjustment reports received from the Internal Revenue Service (IRS), the investigation of disagreements of account numbers holders or employers with SSA earnings accounts, the notification of IRS District Directors of actions requiring tax adjustments and the answering of inquiries from the general public and other government and private agencies concerning accounts, coverage, eligibility, reporting, etc. Directs and coordinates the initial receipt and examination of data, and its entry into electronic data processes. Directs the ongoing evaluation of operational effectiveness support service functions. Implements, monitors, and enforces appropriate physical and system security measures for the facilities. Provides management planning and direction for Office of Disability (ODO), and the Office of Earnings, and International Operations (OEIO), and periodically evaluates and adjusts overall goals. Provides management direction, coordination, and support to the components. Note: There is a total of one (1) vacancy to be filled in either Woodlawn, MD or Wilkes Barre, PA. Selectee may report to either duty station.

Qualifications

As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address each of the Mandatory Technical Qualifications and Executive Core Qualifications (ECQ) listed below in the application documents you submit. Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives, and level of contacts. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (MTQs): No more than one (1) page per MTQ is allowed; additional information will not be considered. This document MUST be submitted using the "Mandatory Technical Qualification" document type. Senior level experience leading a large operational component while diplomatically negotiating and communicating complex issues to achieve service delivery results. DESIRABLE QUALIFICATIONS (DQs): An optional statement addressing each Desirable Qualification (DQ) is strongly recommended. No more than one (1) page per DQ is allowed; additional information will not be considered. This document should be submitted using the "Desirable Qualification" document type. Senior level experience leading the development, implementation, and administration of federal retirement, survivors, disability, or cash benefit programs at the agency or organization level. **Note for Current and/or Former Political Appointees: Effective January 1, 2010, OPM must authorize any employment offers we make to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-Career SES employees in the executive branch.
