The incumbent serves as a Senior Advisor to the Executive Officer, Assistant Deputy Commissioner, and the Deputy Commissioner and provides high-level analytical, coordinative, consultative and advisory services on a variety of complex issues that are sensitive and confidential in nature.
Duties
Directs and provides executive leadership and support over OARO programs that reviews and monitors program effectiveness, uncovering fraud, identifying opportunities for program improvement, ensuring quality and accountability
[CONT] by monitoring performance, and providing feedback to internal and external stakeholders on a variety of issues, including the disability process, appellate operation, and agency policy.
Prepares responses or presentations to various agencies initiatives, such as agency audits, anti-fraud program inquiries, program policy, and congressional inquiries and issues.
Provides leadership in planning, coordinating, directing, preparing, and promulgating quality performance policies dealing with the Social Security programs.
Upon specific assignment by the Executive Officer, Assistant Deputy Commissioner and the Deputy Commissioner, provides leadership in the development and implementation of major OARO projects.
Makes final decisions, as delegated by the Executive Officer, Assistant Deputy Commissioner, and the Deputy Commissioner, in support of policy objectives or recommends decisions to the Executive Officer, Assistant Deputy Commissioner,
[CONT] and the Deputy Commissioner on substantive integrated policy issues.
Directs the review and analysis of documents forwarded to the OAROs front office for adequacy of coordination, clearness and conciseness of presentation, timeliness, and other elements of completed staff work.
Reviews completed assignments for soundness of recommendations and conformance with SSA quality performance policy. Develops solutions to problems and provides consultation and advice to staff on how to overcome these problems.
As assigned by the Executive Officer, Assistant Deputy Commissioner, and the Deputy Commissioner, provides leadership on issues or projects which are under OARO's purview or issues which directly involve other SSA components,
[CONT] the office of the General Counsel, and various other Federal, State, and private sector organizations.
In carrying out OAROs responsibilities to fulfill SSAs objectives, provides consultative and advisory services and, as required, coordinates and negotiates with district and regional offices, and with officials from other SSA components,
[CONT] the Office of the General Counsel, representatives of private and public institutions and the Congress.

Qualifications
To qualify for the GS-15, the applicant must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include ALL of the following:
Analyzing issues, concerns, trends, alternatives, and other information to effectively advise leadership on policies and procedures related to the component mission; and
Applying research and analytical techniques to provide oral and written communications, and developing presentations and reports related to program policies and objectives; and
