This position is located in NPS Regional Office Serving Interior Regions 6,7 and 8, in the Facilities and Lands Division.
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service.
Duties
Regional Sustainability Project Manager. Example projects include:
*Oversees energy/water audits of park units. Evaluate audit results to identify and compile common energy and water conservation measures that can benefit all parks, and furnish information to park and regional staff.
*Identifies opportunities for electrification of park operations through conversion from fossil fuels to alternative energy sources.
*Collaborates with construction project managers and park staff on electric vehicle supply equipment installation projects supporting NPS fleet transition to zero emission vehicles.
*Refresh the Regional Sustainability Strategy to reflect National and Regional Strategic Priorities and lessons learned.
Regional Environmental Management Program Project Implementation. Representative activities include:
*Supports environmental audit program to include audit contractor oversight, review of audit findings, and assisting park staff with corrective actions.
*Assists Regional Environmental Program Manager with adoption and implementation of updated National Park Service Environmental Audit Guide.
*Assesses environmental audit findings to identify common compliance deficiencies so that effective tools and training can be provided to improve environmental performance at park units.
*Maintains Regional Environmental Management Program SharePoint site to serve as useful resource for park staff and project managers.
Regional and Park Support Related to Assigned Projects, such as:
*Identifies needs, coordinates and delivers training, and develops guidance to assist park staff with improving sustainable operations incuding waste reduction, energy and water conservation strategies, and reduction of greenhouse gas emissions in accordance with applicable statutes, executive orders, the Green Parks Plan, and other applicable Department of Interior and National Park Service policies.
*Coordinates with regional and park project managers to review project proposals to ensure that sustainable principles are incorporated and maximizing opportunities for energy and water conservation, and electrification of operations.
*Leads regional efforts to identify sustainability-related park projects that align with available funding opportunities. Provide strategic linkage between parks, headquarters, National Park Foundation, and other external organizations to obtain funding for sustainability projects.
*Collaborate with regional construction program managers to implement the Natural Hazards Checklist for new construction, major renovations, or reconstruction in accordance with the "Addressing Climate Change and Natural Hazards Handbook" and National Park Service Policy Memorandum 15-01.
Contract and Project Management.
*Maintain appropriate Contracting Officer Representative certification.
*Effectively and efficiently manages multiple concurrent projects from inception through completion to ensure successful outcomes, including projects leveraging National Park Service staff expertise and those requiring contractor assistance.
*Applies knowledge and specialized experience in the areas of sustainable operations and environmental regulatory compliance to identify weaknesses and opportunties so that appropriate projects can be implemented to resolve deficiences and promote continuous improvement.
*Utilizes abilities to identify and collaborate with internal and external resources to advance National Park Service goals pertaining to sustainable operations, waste reduction and diversion, greenhouse gas emission reduction, and regulatory compliance.
Qualifications
All qualifications must be met by the closing date of this announcement-11/01/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Implementation of sustainability concepts, principles, and practices (i.e. solid waste diversion and recycling, energy and water conservation measures, sustainable buildings, renewable energy, pollution prevention, and environmental (green) purchasing, etc.) to conserve resources, prevent pollution, or reduce operational costs; ability to interpret and apply sustainability-related laws, executive orders, policies and related guidance (Energy Policy Act, Energy Independence and Security Act, Executive Order 14057 Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, etc.); developing and/or implementing a sustainability program for an organization; application of environmental protection program concepts, principles and practices including federal environmental protection laws, regulations, policy and guidance (i.e. Resource Conservation and Recovery Act, Clean Water Act, Pollution Prevention Act, etc.); oversight of environmental management programs (e.g., hazardous material/waste management, water quality, fuel storage systems, etc.) and implementing audit practices to improve and sustain organizational environmental regulatory compliance and performance; providing technical or policy support, training, and guidance to an organization addressing sustainability and/or environmental compliance; and, project management experience from project inception through completion. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.
