You will serve as a CIVILIAN PROGRAM MANAGEMENT SPECIALIST in the HEADQUARTERS US INDO-PACIFIC COMMAND.
Duties
You will provide advisory support and services to HQ USINDOPACOM and Center for Excellence (CFE) managers and employees on all appropriated fund civilian personnel program matters.
You will provide technical advisory services to management on recruitment and placement functions, including Senior Executive Service (SES) hiring.
You will review, analyze, develop and coordinate policies, strategies and courses of action on USINDOPACOM civilian programs
You will provide research, guidance and recommendations for establishment of positions,
organizational realignments or strategies for best courses of action.
Requirements

Qualifications
GS-12 Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1) Completing position reviews, classification evaluations, or desk audits to clarify and evaluate duties performed;
2) Using a variety of internal and external recruitment strategies to fill vacant positions;
3) Working with manpower or comptroller personnel to determine resource requirements and options emerging to meet manpower needs;
4) Advising employees and managers on a variety of personnel program support matters including recruitment, compensation, training and development, performance management, and leadership development.
GS-11 Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
Assisting management in developing position descriptions (PDs), implementing new classification standards and explaining position classification to employees;
Discussing recruitment strategies/options, and assisting in coordinating recruitment requirements;
Providing research, guidance and recommendations for establishment of positions, organizational realignments or strategies for best courses of action;
Assisting and guiding supervisors and employees with inquiries on leave, work schedules, pay, benefits, entitlements, awards, health and life insurance benefits, open seasons, and thrift savings plan.

GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
