Duties
This position is an Intelligence Operations Specialist responsible for monitoring and analyzing open source, operational vetting information and all-source intelligence/counterintelligence, producing timely intelligence/counterintelligence and vetting reports, products, and memorandums relating to adversary tactics, known or suspected terrorist travel, transportation related encounters, threats or risks to the transportation sector in the U.S. and worldwide, and providing some level of engagement with internal and external partners and customers. This announcement will be used to fill multiple positions responsible for conducting targeting and intelligence analysis. You will perform the following duties:
Monitors reporting, research, writes and briefs complex threat and/or risk information relating to transportation equities for Transportation Security Administration (TSA) operational components, private industry, and foreign transportation security stakeholders at headquarters and in the field.
Performs analysis of intelligence/counterintelligence, open source, operational, and vetting threats affecting transportation and other data to identify trends, patterns, linkages, draw conclusions, and estimate probabilities based on current and past intelligence/counterintelligence information and events.
Provides evaluation and feedback necessary for improving intelligence/counterintelligence production, intelligence/counterintelligence reporting, collection requirements, and operations.
Collaborates with other organizations, agencies, the Intelligence Community, and law enforcement partners at headquarters and/or in the field to ensure comprehensive understanding of threats or risks affecting transportation and any necessary de-confliction.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-5/7/9), applicants must meet one of the qualification requirements (A, B, OR C) outlined below.
A. Experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-F (GS-4) in the Federal service. Specialized experience MUST include all the following:
Assisting with writing intelligence assessments, reports, and products from multiple sources; and
Communicating general information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means.
OR
B. Education: A 4-year course of study leading to a bachelor's degree bachelor's or higher-level degree in any field from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position (Intelligence).
OR
C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must meet one of the qualification requirements (A, B, OR C) outlined below:
A. Experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-9) in the Federal service. Specialized experience MUST include all the following:
Writing intelligence assessments, reports, and products from multiple sources; and
Applying intelligence and analytic processes, standards, and tradecraft sufficient to perform and enhance analyses of emerging adversary tactics and threats to the U.S. transportation sector within the homeland and worldwide; and
Communicating information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means that represents an organization or agency with outside intelligence agencies in the U.S. and overseas.
OR
B. Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.
OR
C. Combining of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

You will receive credit for all qualifying experience, including volunteer experience.
