You will serve as a PROGRAM ANALYST in the Resource Management Division, Naval Nuclear Propulsion Directorate (NAVSEA 08) of NAVSEA HQ FIELD SUPPORT. You will be responsible for all aspects of Naval Nuclear Propulsion, including research, design, construction, testing, operation, maintenance and ultimate disposition of Naval Nuclear Propulsion Plants. You will be on a permanent, non-reimbursable loan to the Department of Energy.

Duties

You will plan and review program cost estimating with the directorate and field offices. You will oversee the Naval Nuclear Propulsion Plants (NNPP) and field offices in identifying the appropriate cost estimating and analysis methods to accomplish the mission of the Nuclear Propulsion Program. You will integrate the events of the acquisition cycle with those of the Planning Programming and Budgeting System. You will analyze planning documents, including procurement, budgetary, technical and policy and coordinate provision of guidance to prime contractors. You will determine whether budget estimates need changes in source, amounts, timing of funding, etc., that impact budget operations and control requirements for NNPP activities. You will develop, formulate and present strategies for presenting cost analysis of various programs to senior leadership. You will coordinate cost analysis of appropriated funds to program activities and oversee proper and efficient cost estimate of program projects throughout the fiscal year. You will provide expert advice and guidance to managers, comptroller and officials involved with the NNPP and assists in establishing program policy. You will provide cost analysis for all aspects of the acquisition, procurement and budget process; difficulties met; and future projections. You will improve overall effectiveness and efficiency of the organization’s cost management by providing authoritative advice, technical assistance and support to line managers. You will validate the NNPP cost estimates for the principle liaison with Program Executive Office Submarines and Carriers on all economic, fiscal and political aspects of nuclear shipbuilding programs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (BR-2) or grade level (GS-12) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, coordinating, and implementing strategic oversight policies and procedures that govern the acquisition, cost estimating, and contract administration activities of an organization.
